Impetus
Impetus, or motivation, is the reason why someone chooses to do something. For example, the impetus of a person riding a bicycle to work instead of driving a car could be that they wish to save money, or that they wish to have a more sustainable lifestyle.
A change involving many individuals and organizations, such as shifting from fossil fuel energy to renewable energy, is a complicated, long-term transition. It could be helpful to document the motivation behind the decision, and refer to it if enthusiasm lags during the process. It's also helpful to recognize that the motivation could be different according to different people.
Motivation for change can be a challenge, but local governments should remember that the more people involved, the broader the potential base of support. Communication throughout the process is an important part of keeping up enthusiasm and support.
