Implementation
Implementing the Action Plan is the core of this whole process. Stakeholders and those responsible should have a clear idea of what is going on and why, since ambiguity at this stage results in a loss of support. While implementation is underway, actors must be diligent at recording actions which are taken-- this means Implementation and Monitoring go hand in hand.
