Monitor and Report
Monitoring the implementation of a policy is vital to understanding how the city is affected by this new policy. It is important to see what progress is made, since this is both encouraging to actors and important to document this progress in detail so that successes can be replicated. If there is not much progress, then monitoring can help to identify the reasons why the policy was ineffective.
Monitoring can be done internally or externally. An audit of progress can give feedback to those responsible, and keeps them accountable for costs, progress and explanations.
