Over the years a number of websites have been published with the aim of providing guidance to local governments in attempting to develop renewable energy sources in their jurisdictions.
Compendium of Local GHG Accounting Tools
The 'carbonn-- Bonn Center for Local Climate Action and Reporting' website has compiled a list of software tools useful for local governments to record their greenhouse gas emissions.
Individuals from cities worldwide can access this summary of the different software available. The Compendium will soon introduce each software system with a brief overview so local government officials can choose the software best suited to their city.

European Local Energy Assistance (ELENA)
The European Commission and the European Investment Bank have established the ELENA technical assistance facility (European Local ENergy Assistance), financed through the Intelligent Energy-Europe programme. ELENA offers EU cities and regions the opportunity to apply for funding to help support them in their implementing energy efficiency and renewable energy plans. Target Tracking Tool
The City Climate Catalogue is an on-line collection of cities' commitments and achievements for reducing their greenhouse gas emissions as well as on their energy savings and use of renewable energy. Cities are encouraged to record their current status and future targets on The City Climate Catalogue website.
REN21 - Renewable Energy Policy Network for the 21st Century
REN21 aims to foster policy development for the rapid worldwide expansion of renewable energy. REN21 is a global policy network that links stakeholders from the energy, development and environment sectors together to share ideas and encourage action on renewable energy, through acting as a forum for international leadership on renewable energy. www.ren21.net
Municipal Clean Energy Toolkit
The Municipal Clean Energy Toolkit provides guidance for local governments in how they can finance, purchase, install, and promote clean energy. The toolkit divides the resources, through the search function, by level of knowledge and experience the municipality has with renewable energy.
